Thailand: Performance Measurement for the Government of Thailand

Approach

UI assisted the Government of Thailand in developing an outcome-oriented performance measurement process for its major public programs. UI provided on-site assistance to a team from the Thai Civil Service Commission and worked with two Thai departments to pilot test and demonstrate the application of outcome oriented performance measurement for selected programs in each of these agencies, including the use and testing of such procedures as customer satisfaction surveys and trained observer rating procedures (for assessing street cleanliness).

The UI team worked with groups in each agency to identify appropriate performance indicators and data collection instruments and to pilot test these procedures. UI also provided extensive training to staff of the Civil Service Commission, to members of a large number of operating departments in the Thai government, and to representatives of a number of staff offices, such as the budget and planning offices.

Results

UI prepared a manual to help the Thai government to further implement performance measurement in future years.
