Institutional Setting

The Urban Institute and the Washington, DC Local Initiatives Support Corporation (LISC) jointly manage and operate NeighborhoodInfo DC. NeighborhoodInfo DC provides current and reliable neighborhood level data and analysis to assist community organizations, nonprofits, government agencies, philanthropy and residents in the nation's capital. NeighborhoodInfo DC informs decision-making and advocacy efforts of all those who are working to improve the quality of life in neighborhoods throughout the District of Columbia.

In this partnership the Urban Institute builds, operates and maintains the technical infrastructure of NeighborhoodInfo DC, and provides technical assistance to community organizations in accessing and using data. Washington, DC LISC conducts community outreach with organizations that have interest in using data to address neighborhood and citywide issues.

Key components of NeighborhoodInfo DC include:

  • Providing Online Neighborhood Profiles: demographic, social and economic characteristics for all ANCs, Wards, Neighborhood Clusters, Police Service Areas and Census Tracts on our new web site, www.NeighborhoodInfoDC.org

  • Publishing reports and briefs that analyze neighborhood level data about the District of Columbia and illustrate useful applications of that data for social change

  • Engaging in community outreach and technical support to build the capacity of community based organizations to the use data as they make their case for change and new initiatives

  • Working with partners around the city to help them make use of NeighborhoodInfo DC for planning, fundraising and evaluation

  • PARTNER BIOGRAPHIES:


    Peter A. Tatian is a Senior Research Associate in the Urban Institute's Metropolitan Housing and Communities Policy Center. Mr. Tatian's areas of interest include housing policy, neighborhood indicators, participatory research, and community building methods. He is one of the key staff on the Institute's National Neighborhood Indicators Partnership, which makes use of local data to promote community building activities in over twenty US cities, and is currently leading the Institute's participation in the NeighborhoodInfo DC partnership, a neighborhood data system and civic engagement tool for the District of Columbia. Mr. Tatian co-directed the Neighborhood Change Data Base project, which brought together comparable neighborhood-level indicators from 1970 to 2000 Decennial Census data. Most recently, he co-wrote a study on the neighborhood impacts of community development strategies in Richmond, Virginia. He has also done research for HUD on the impacts of public and supportive housing on neighborhoods, and has worked on housing policy reform in Eastern Europe and the former Soviet Union.


    Jennifer Comey, a Research Associate at the Urban Institute, focuses her research on affordable housing, community development, and neighborhood indicators. As a member of the NeighborhoodInfo DC team, Jennifer conducts District of Columbia-specific research such as status of the District's affordable housing stock, the relationship between District neighborhoods and public schools, and the annual Kids Count report. In addition, Jennifer answers data requests through the NeighborhoodInfo DC website for community-based organizations, District officials, and interested residents. She also conducts trainings on how to find and use data about the District. Prior to joining the Urban Institute, Jennifer analyzed Baltimore, Maryland's high-tech industries for the City of Baltimore's Economic Development Office. She also worked for the Institute for Policy Research at Northwestern University as an evaluator of Chicago's community policing program.


    Oramenta Newsome is the Director of the Washington, DC office of the Local Initiatives Support Corporation (LISC). Oramenta has been working in the field of community development for over 20 years. Prior to joining LISC, Oramenta worked for the Enterprise Foundation, the City of Fort Worth Texas, and Cobb County, Georgia. She was a Fannie Mae Fellow at Harvard's Kennedy School of Government Program for Senior Executives and a Eugene and Agnes E. Meyer Foundation Emerging Leader. Ms. Newsome is a graduate of Leadership Washington, a member of the Class of 1999. Mayor Williams selected Ms. Newsome to receive the 2003 Mayor's Quality Partner Award as one of the City's Caring for Children Champions. In 2004, Mayor Williams appointed Ms. Newsome as a member of the City's Comprehensive Housing Strategy Task Force Commission.

    Ms. Newsome serves on the board of directors of the Nonprofit Roundtable of Greater Washington, DCTV Cable, the Washington Area Housing Partnership and the Washington Area Housing Trust. She serves on the Advisory Board for the DC Fiscal Policy Institute, the Fannie Mae Partnership Office and the Freddie Mac Housing Advisory Council and on the Medical Homes Priority Setting Panel.

    Ms. Newsome holds a Bachelors of Science in Public Administration from Auburn University and a Masters of Science in Community Development and Planning from Georgia State University.
