The NNIP Executive Committee is the central mechanism for NNIP governance. It is composed of representatives of six local NNIP partner and two representatives from the Urban Institute. It meets regularly to prepare an Annual Plan for partnership activities, monitor performance under the plan, and consider ongoing activities and policies of the partnership. To the extent possible, it makes decisions on a consensus basis.
Local partner representatives on the Executive Committee serve three-year terms on a rotating basis. Each year, two of the positions come open. All partners are asked if they want to volunteer to be candidates for those positions. The candidates are announced to the full partnership and each partner city has one vote. The candidates with the largest number of votes are selected to serve on the committee for the next two years.

- The Urban Institute. The Urban Institute serves as the secretariat and fiscal agent for NNIP. It takes the lead in preparing proposals for funding consistent with the Annual Plan and other guidance provided by the Executive Committee. It then receives grants to support NNIP activities and is accountable to the funders for performance under those grants.
